PARTNERSHIP DEVELOPMENT ACTIVITIES WITH CHINA
Canada and China signed a bilateral science and technology (S&T) agreement in January 2007. The purpose is to encourage, develop and facilitate cooperative activities between Canada and China in science and technology (S&T) for peaceful purposes in fields of common interest and on the basis of equality and mutual benefit.
Within the context of this S&T agreement, on April 20, 2009, International Science and Technology Partnerships Canada Inc, (ISTPCanada) and the China Association For International Exchange of Personnel (CAIEP), under the leadership of the State Administration of Foreign Experts Affairs of the People’s Republic of China (SAFEA), signed a Memorandum of Cooperation for the exchange of Scientific and Technical Personnel, supporting the Partnership Development Activities.
Through these funding mechanisms, companies, universities/colleges, research organizations, or associations may seek support for joint Canada-China activities intended to generate new or expanded research and technology-based partnerships between the two countries (termed as Partnership Development Activities, PDA).
For Canada, funding and other services will be provided through International Science and Technology Partnerships Canada Inc. (ISTPCanada), and for China, through the China Association For International Exchange of Personnel of the People’s Republic of China (CAIEP).
These Partnership Development Activities may take the following forms:
- Scientific seminars, conferences, symposia and workshops, as well as participation of experts in those activities
- Activities that involve exchanges of scientists, technical experts and academics
The following priority areas have been identified, however, applications in other areas will also be considered:
- Agriculture Foods and Bio-products
- Energy
- Environment
- Health & Life Sciences/Biotechnology
Information and Communication Technologies and Nanotechnology are identified as enabling sectors to the four selected areas.

CANADA-CHINA SCIENTIFIC AND TECHNOLOGICAL COOPERATION
Joint Call for Proposals for Partnership Development Activities 2010
Application Deadline: October 15th, 2009
Under the Canada-China Agreement for Scientific and Technological Cooperation, the two governments have agreed to foster joint activities aimed at generating new or expanded research and technology-based partnerships between the two countries (termed as Partnership Development Activities, PDA).

1. Nature of Activities
The objectives of these PDAs are to seek innovative ways of cooperation in order to work, collaboratively, on solutions to existing problems and/or innovative improvements to current technologies. These will typically not be participating in recurrent conferences or tradeshows.
These Partnership Development Activities may take the following forms:
· Scientific seminars, conferences, symposia and workshops, as well as participation of experts in those activities
· Activities that involve exchanges of scientists, technical experts, industries and academics

2. Eligibility
In Canada
Eligible applicants will be researchers and managers representing Canadian companies, academic institutions, research hospitals, other institutes, or associations which operate and are headquartered in Canada. Subsidiaries of firms headquartered and owned outside Canada are normally not eligible for support. However, recognizing that the overriding consideration is "benefit to Canada", an exception can occur if ISTPCanada is satisfied that clear economic benefit will accrue to Canada because the product or the technology will be substantially produced in, exported from or utilized in Canada.
Agencies of the Crown (including Crown corporations, government institutes, government laboratories, etc.) may be participants of ISTPCanada-funded Activities but are not eligible as recipients of ISTPCanada funding.
In China
Companies, organizations and associations incorporated under People’s Republic of China national law.
3. Requirements
· A fundamental requirement is that the proposed Partnership Development Activities must include no less than 8 participants from each side.
· For reciprocal visits/meetings, at least 4 participants should travel to the partner country.
· Applications will be strengthened by the inclusion of participants from both industry and academia.
· Activities should provide the opportunity for young researchers to participate, both within their own country and in activities hosted in the partner country.
· Proposals should identify the objectives of the activity and how the activity fits into the applicants’ strategic plans for collaboration with the partner country.
· Participation from other countries will also be allowed (but at their own funding).
4. Support Funds and Matching Funding
Funding support will be given to participants by their own Authorities (CAIEP in China and ISTPCanada in Canada) in accordance with the national laws, rules, regulations and procedures in effect.
ISTPCanada will limit its contribution to the lesser of CDN$25,000 per Activity or 50% of the eligible costs of Canadian applicants, including the funding of two visiting specialists from the Chinese team to attend the PDA in Canada.
Chinese participants will receive matching funding from CAIEP to cover the cost of up to two visiting specialists from the Canadian team to attend the said PDA. The eligible cost is international travel, local transportation, meals and accommodations.
5. Application Submission
All proposals must be prepared jointly by applicants in Canada and China and be submitted to ISTPCanada in Chinese and in either English or French (applications are not to be submitted to CAIEP). Proposals must be signed by the parties in both countries responsible for the Activity and the authorized signatory of the applying organizations. The Chinese party also needs to stamp their Official Seal next to their authorized signatory. Applicants are required to, on or before 17:00pm, October 15th, 2009:
a) submit 3 hard copies and a CD of the completed and signed proposal in PDF in the prescribed format to:

6. Evaluation and Selection of Activities
Evaluation will be conducted by the implementing organizations, ISTPCanada and CAIEP. Typically, results will be communicated to the applicants within THREE months of the application deadline, by the respective implementing organizations.
