PARTNERSHIP DEVELOPMENT ACTIVITIES WITH INDIA

Under the Canada-India Agreement for Scientific and Technological Cooperation, the two governments have agreed to foster joint activities aimed at generating new or expanded research and technology-based partnerships between the two countries (termed as Partnership Development Activities, PDA).  

The Partnership Development Activities are jointly implemented on the Canadian side by International Science & Technology Partnerships Canada Inc. (ISTP Canada), incorporated in Canada and on the Indian side by the Global Innovation & Technology Alliance (GITA), engaged by the Department of Science & technology (DST), Government of India.

These Partnership Development Activities may take the following forms:

  • Scientific seminars, conferences, symposia and workshops, as well as participation of experts in those activities
  • Activities that involve exchanges of scientists, technical experts and academics

The following priority areas have been identified, however, applications in other areas will also be considered:

  • Alternate Energy and Sustainable Environmental Technologies
  • Biotechnology, Health Research, Medical Devices
  • Earth Science and Disaster Management
  • Information and Communications Technologies
  • Nanoscience/Nanotechnology

CANADA-INDIA SCIENTIFIC AND TECHNOLOGICAL COOPERATION

Joint Call for Proposals for Partnership Development Activities

Under the Canada -India Agreement for Scientific and Technological Cooperation, the two governments have agreed to foster joint activities aimed at generating new or expanded research and technology-based partnerships between the two countries (termed as Partnership Development Activities, PDA).  

1.  Implementation Organizations

The Partnership Development Activities are jointly implemented on the Indian side by the Global Innovation & Technology Alliance (GITA), engaged by the Department of Science & technology (DST), Government of India and on the Canadian side by International Science & Technology Partnerships Canada Inc. (ISTP Canada), incorporated in Canada.

2. Nature of Activities

These Partnership Development Activities may take the form of scientific seminars, conferences, symposia and workshops, as well as other activities that involve exchanges of scientists, technical experts and academics.

The following priority areas have been identified, however, applications in other areas will also be considered:

  • Alternate Energy and Sustainable Environmental Technologies
  • Biotechnology, Health Research, Medical Devices
  • Earth Science and Disaster Management
  • Information and Communications Technologies
  • Nanoscience/Nanotechnology

3.  Eligibility

Canadian Applicants
Researchers and managers representing Canadian companies, academic institutions, research hospitals, other institutes or associations which operate and are headquartered in Canada.  Subsidiaries of firms headquartered and owned outside Canada are normally not eligible for support.  However, recognizing that the overriding consideration is "benefit to Canada", an exception can occur if ISTPCanada is satisfied that clear economic benefit will accrue to Canada.  

Agencies of the Crown (including Crown corporations, government institutes, government laboratories, etc.) may be participants of ISTPCanada-funded Activities but are not eligible as recipients of ISTPCanada funding.

Indian Applicants
Researchers and managers representing Indian academic institutions, research hospitals, companies, or other institutes which operate and are headquartered in India.  Subsidiaries of firms headquartered and owned outside India are not eligible for support.  

4.  Requirements

  • Proposed Partnership Development Activities must include participants from both countries;  
  • Applications will be strengthened by the inclusion of participants from both academia and industry.
  • Activities should provide the opportunity for young researchers to participate;
  • Proposals should identify the objectives of the activity and how the activity fits into the applicants’ strategic plans for collaboration with the partner country; and
  • Participation from countries other than India and Canada will also be allowed

5.  Support Funds and Matching Funding

Funding support will be given to participants by their own Implementing Organization in accordance with the national laws, rules, regulations and procedures in effect.

Each Implementing Organization (GITA and ISTPCanada) will limit its contribution to the level of CDN$25,000 or equivalent Indian Rupees per activity. In Canada participants can receive up to 50% of the eligible costs of their national component. For Indian participants, GITA may provide up to 100% of the eligible costs only to public funded institutions.  

6.  Application Submission

All applications must be submitted simultaneously to the Implementing Organizations in each country in the appropriate official/working languages.  The application must be signed by the persons responsible for the Activity and recommended by the Head of the Organisation/ Institute of the applicant. Please refer to Application Guidelines For Partnership Development Activities document for more details on the application.

This is a standing Joint Call for Proposals.  Applications are processed and evaluated in batches every 6 to 8 weeks and the evaluation process will take an extra 4 to 6 weeks.  Applicants are encouraged to contact the Country Manager in ISTPCanada or GITA (see contact information at the end of the document) in preparing their applications.

7.  Evaluation and Selection of Activities

Parallel, but interlinked, evaluation processes will be conducted by the implementing organizations.  Typically, results will be communicated to the applicants within THREE month of receiving the proposal, by the respective implementing organizations.

CANADA-INDIA SCIENTIFIC AND TECHNOLOGICAL COOPERATION

Joint Partnership Development Activities - Application Guidelines

 

Canada and India signed a bilateral science and technology (S&T) agreement in November, 2005.  The purpose is to encourage, develop and facilitate cooperative activities between Canada and India in science and technology (S&T) for peaceful purposes in fields of common interest and on the basis of equality and mutual benefit.

Within the context of this S&T agreement, funding mechanisms have been identified in Canada and India, through which companies, universities/colleges, research organizations, or associations may seek support for joint Canada-India activities intended to generate new or expanded research and technology-based partnerships between the two countries (termed as Partnership Development Activities, PDA).  

For Canada, funding and other services will be provided through International Science and Technology Partnerships Canada Inc. (ISTPCanada), a non-governmental organization selected by the Canadian Department of Foreign Affairs and International Trade for this purpose, and for India by the Global Innovation & Technology Alliance (GITA), a non-governmental organization, engaged by the Department of Science and Technology (DST), Government of India.

Agencies of the Crown (including Crown corporations, government institutes, government laboratories, etc.) may be participants of ISTPCanada-funded Activities but are not eligible as recipients of ISTPCanada funding.

Indian Applicants
Researchers and managers representing Indian academic institutions, research hospitals, companies, or other institutes which operate and are headquartered in India.  Subsidiaries of firms headquartered and owned outside India are not eligible for support.  

3. Requirements

  • Proposed Partnership Development Activities must include participants from both countries;
  • Applications will be strengthened by the inclusion of participants from both industry and academia.
  • Activities should provide the opportunity for young researchers to participate;
  • Proposals should identify the objectives of the activity and how the activity fits into the applicants’ strategic plans for collaboration with the partner country.
  • Participation from countries other than India and Canada will also be allowed.

4. Evaluation Procedure and Criteria

Applicants are encouraged to contact the Country Manager at ISTPCanada or GITA (see contact information at the end of the document) in preparing their Proposals.

All Proposals will be reviewed separately and independently by ISTPCanada and GITA.  Based on the results of the review, ISTPCanada and GITA will make a common decision regarding the successful proposals.

Evaluation Criteria:

All Proposals will be evaluated based on their:

  • potential for establishing a collaborative R&D initiative that could result in economic benefits to both Canada and India;  
  • potential to engage other Canadian/Indian participants in the project;  
  • demonstrated capability to organize and manage the proposed activity, the people involved and the proposed work plan;
  • level of involvement of young researchers;
  • level of commitment from alternate funding source(s) to the proposed activity; and
  • degree of addressing the identified priority areas of both countries.

5. Financial Support

Funding support will be given to participants by their own Implementing Organizations (GITA in India and ISTPCanada in Canada) in accordance with the national laws, rules, regulations and procedures in effect.

Each Implementing Organization (ISTPCanada and GITA) will limit its contribution to the CDN$25,000 or equivalent Indian Rupees per Activity. In Canada participants can receive up to 50% of the eligible costs of their national component. For Indian participants, GITA in some cases may provide 100% of the eligible costs only to public funded institutions.

For Canadian Applicants:
ISTPCanada provides assistance by contributing up to 50% of eligible expenses. Eligible expenses include:  

  • Expenses for organizing the Activity, e.g. venue and equipment rental, and related expenses;
  • Travel (e.g. airfare, local transportation, etc.), accommodation, meals, incidentals and other non-research expenses (such as translation services, photocopies, or hospitality). Expenses for travel, accommodations, meals and incidentals are as per Treasury Board of Canada Guidelines - http://www.tbs-sct.gc.ca/pubs_pol/hrpubs/TBM_113/td-dv_e.asp;
  • Travel and local stay expenses of Canadian participants; and
  • Hospitality cost for the Indian participants in Canada related to the PDA, which includes accommodation, local travel for the activity, and food.

Activities and costs that are not eligible are:  

  • technology or equipment development costs;  
  • salaries and honoraria of applicants and participants;  
  • activities not directed at establishing specific partnerships (e.g. general marketing, promotion or trade activities); and
  • other expenses that are deemed ineligible by the funding organizations.

As per the Treasury Board of Canada Policy on Transfer Payment, costs incurred before the agreed effective date are not eligible for reimbursement.

The normal stacking limit of Total Government Assistance (federal, provincial and municipal assistance for the same eligible expenditures) for this Program is 75%. This stacking limit must be adhered when assistance is provided.

In the event that actual Total Government Assistance to a recipient exceeds the stacking limit, it will be necessary for ISTPCanada to adjust its level of assistance (and seek reimbursement, if necessary) so that the stacking limit is not exceeded.

All potential recipients are required to disclose all sources of funding for a proposed Activity in the Proposal. Recipients must disclose all sources of funding again at the end of an Activity in the Activity Report. Any compensation received while executing the project (i.e. fees collected during a conference) is to be included as a source of funding.

Financial assistance is in the form of contributions and payments are made upon completion of the project activities by the recipient(s). Final payments are not considered until the recipient has submitted an Activity Report to ISTPCanada which includes the following:

  • a narrative report indicating: a list of the participants; the Activity's objectives, activities and achievements; an analysis of the activities and achievements; any downstream international R&D collaboration expectations; lessons learned; conclusions and recommendations;
  • a financial statement showing planned and actual itemized costs and all sources of funding for eligible expenses; and  
  • invoice/receipts for all expenses.

For Indian Applicants:
GITA provides assistance by contributing up to 100% of eligible expenses only to public funded institutions. Eligible expenses include:  

  • Expenses for organizing the Activity in India, e.g. venue and equipment rental, and related expenses;  
  • Hospitality cost for the Canadian participants in India related to the PDA, which includes accommodation, local travel for the activity, and food;
  • Travel and local stay expenses for Indian participants as per government rules; and
  • Travel (Airfare and part per diem cost for Indian Participants) as per government rules).

Activities and costs that are not eligible are:  

  • technology or equipment development costs  
  • salaries and honoraria of applicants and participants  
  • activities not directed at establishing specific partnerships (e.g. general marketing, promotion or trade activities)
  • other expenses that are deemed ineligible by the funding organizations

Financial assistance is in the form of contributions and payments are made upon completion of the project activities by the recipient(s). However and advance of suitable amount may be extended based on request by the applicant.  Final payments are not considered until the recipient has submitted an Activity Report to GITA which includes the following:

  •  a narrative report indicating: a list of the participants; the Activity's objectives, activities and achievements; an analysis of the activities and achievements; any downstream international R&D collaboration expectations; lessons learned; conclusions and recommendations;
  • a financial statement showing planned and actual itemized costs and all sources of funding for eligible expenses; and  
  • a financial statement from the institution (signed by Lead Participant and Finance Officer / Head of the Institution).  

6. Proposal Submission Process

All proposals must be submitted simultaneously to the implementing organizations in each country by means of the attached Proposal Outline (section 7) in the appropriate official/working languages.

7. Proposal Outline

Please note that the following Proposal outline contains suggestions that we believe to be helpful to applicants in preparing a proposal. Applicants may choose to fashion their proposal in the way that they prefer. Typically the proposals should contain the following sections:

Table of Contents (include page numbers)

Executive Summary

Organizers

  • List all organizers with the Lead Institution at top; show the address, contact persons’ emails and phone numbers
  • Give brief description of each organizer’s key expertise in relation to this proposal
  • Provide record of performance in similar/related undertakings
  • One list for Canada and one for India

Contributing Organizations

  • List all organizations who are not part of the organizing team but will contribute and provide advice to this Activity
  • Describe their field of expertise in relation to this Activity

Expected Participants

  • Describe/list the sector/field of expected participants and show their relevant expertise to this proposed activity
  • Show target total number of attendees
  • Extra weight will be given to proposals with participation of young researchers
  • Participation from other countries, with a view/potential to future multi-lateral R&D collaborations, will be encouraged

Activity Description

  • Give a background leading to the Activity, describe the innovation to be explored, the limitation of existing technologies, and what current problems need to be addressed by the innovation
  • Describe the complementary knowledge, expertise or technology being brought to the proposed Activity by all parties
  • Detail the manner in which the proposed Activity is to be conducted

Objectives and Expected Outcomes

  • Explain the objectives of, and the expected outcome(s) from, the proposed Activity
  • Explain how the proposed Activity will explore, identify or establish a bilateral R&D relationship to address the problem
  • Describe potential future R&D collaborations resulting from the proposed Activity
  • Describe the possible future economic benefits to both countries

Activity Plan

  • Show the preparation work and schedules
  • Describe how the actual Activity is to be organized
  • Provide a Gantt Chart for the Plan
  • Identify resources (man-power included) to manage the plan

Budget (see detailed budget table in PDF version)

  • List, one for Canada and one for India, the expenses by all parties, indicate the amount of financial support sought under the Partnership Development Activities program
  • List of alternate funding source(s) in both countries and describe the amount and level of commitment
  • Sample budget tables are attached below.  You may expand it to include more expense items, add more participants and alternate funding sources.
