CANADA-INDIA SCIENTIFIC AND TECHNOLOGICAL COOPERATION

Joint Call for Proposals for Collaborative R&D Projects – Closed

 Under the Canada-India Scientific and Technological Cooperation Agreement, the two governments have agreed to foster joint research and development projects (R&D).

This bi-lateral call-for-proposals (CFP) is jointly implemented in India by the Department of Biotechnology (DBT), Ministry of Science and Technology, Government of India and in Canada by ISTPCanada, a non-governmental organization selected by the Department of Foreign Affairs and International Trade to deliver elements of the International Science and Technology Partnerships Program.

This CFP is open to all projects in the area of biotechnology including but not limited to:

·         Convergent Medical Technologies
·         Application to Clean Technologies
·         Bio-Pharma and Health

1.    Requirements

The criteria to be followed in order to apply to the present call are:

a)     The proposed R&D project must include participants from Canada and India
b)    At least one industry participant from each of the countries.
c)     The project should be innovative aiming to lead to a new product or process with clear commercial potential.
d)    The project partners should agree in advance on the IP rights and on the commercialization strategy of the productor process.
e)     The application will be strengthened by the participation of academic and institutional researchers and by including young researcher exchanges as a component of the R&D program.

Any research team whose cooperative R&D project is consistent with the aforesaid criteria can apply to the present Call in accordance with the national laws, rules, regulations and procedures in effect.

2.    Eligibility

Canadian Applicants

Researchers and managers representing Canadian companies, academic institutions, research hospitals and other institutes or associations which operate and are headquartered in Canada are eligible applicants.  Subsidiaries of firms headquartered and owned outside Canada are normally not eligible for support.  However, recognizing that the overriding consideration is "benefit to Canada", an exception can occur if ISTPCanada is satisfied that clear economic benefit will accrue to Canada.        

Agencies of the Crown (including Crown corporations, government institutes, government laboratories, etc.) may be participants of ISTPCanada-funded Activities but are not eligible as recipients of ISTPCanada funding.

 Indian Applicants

Researchers and managers representing Indian companies, academic institutions, research hospitals or other institutes which operate and are headquartered in India are eligible applicants.  Subsidiaries of firms headquartered and owned outside India are not eligible for support.   

3.    Size of the Investment and Matching Funds

a)     Funding support will be given to each partner by its own Implementing Organisation (DBT in Indiaand ISTPCanada in Canada) in accordance with the national laws, rules, regulations and procedures in effect.

b)    Funding Details :

In Canada

o    Whereas the proportion of Indian costs may vary from the Canadian costs (and vice versa) in the total project cost, funding in Canada will be limited to a maximum of 50% of the eligible costs with a limit of $600,000 Cdn on the Canadian side.  
o    Canadian companies receiving an ISTPCanada contribution will be required to repay the contribution upon successful completion of the project and commercialization of the results.
o    Canadian academic part of the project funding will be given as a non repayable grant. 

In India   

o    While retaining Indian project cost similar to Canada, DBT may decide to provide more than $600K in certain cases. Publicly funded academic and research organisation applicants may receive grants up to 100%.
o    Industry may receive up to 50% of the eligible costs in the way of a soft loan repayable upon successful completion of the project. Funding for the Industry participant’s project cost less than 50 Lakh rupees will be provided  as a grant.
c)     Three to four projects are expected to be funded through this CFP, depending upon the quality of the proposals received and the requested funding level by the successful proposals.   

4.    Submission of Expression of Interest (EOI) and Project Proposal

A two stage application process will be followed. First, an EOI using the provided template must be e-mailed to canada.dbt@nic.in on the Indian side and cfp-india@ISTPCanada.ca on the Canadian side on or before October 24, 2008(Please use the template provided with the call to submit your EOI). Acknowledgement will be sent within 5 working days.  

Second, following notification of successful EOIs, a joint project application must be sent simultaneously to ISTP Canada and DBT in an appropriate official language before November 28th, 2008.  The proposal must be signed by the person legally responsible for the project.  Please refer to the  Guidelines for Application document for more details on EOI and application preparation.

The Canadian partner is required to submit 3 hard copies and an electronic version on a CD of the completed and signed proposal in the prescribed format to:

The Indian partner is required to submit 10 hard copies and a CD of the completed and signed proposal in the prescribed format to:

5.    Evaluation and Selection of the Projects  

All EOI’s will be reviewed independently by ISTPCanada and DBT followed by a joint review. EOI’s will be evaluated on the basis of call guidelines. Please note that the EOI review will have three possible outcomes:

·         EOI meets all the requirements and the lead participants are requested to submit the full proposal in the prescribed format
·         EOI clearly does not fit the program criteria and the lead participants are advised not to submit a full proposal
·         EOI fits most of the criteria, but the lead participants are requested to submit extra clarification before the final decision

ISTPCanada and DBT will carry out parallel but independent evaluation of the joint R&D applications. The successful projects will be jointly selected by the two implementing organizations based on the project criteria and requirements specified in the application form.

6.    Publication of the Results

The Canadian and Indian partners whose projects have been selected will be informed of the result and the amount of funding for the successful projects by their respective implementing organization.  The list of selected projects will be published on the ISTP Canada and DBT websites.

7.    Pre-implementation requirements

After the award of the project, project leaders in both countries will be advised by their respective Implementation Organizations on the preparation of necessary administrative and legal instruments before the funds are released.
